history
Originally known as Tester Mountain, the property has long been regarded as one of the most scenic areas in Valle Crucis. In the early 1900s, as many as seven families lived on the mountain. During the 70s and early 80s the property became known as the Rosasco Tree Farm, named for Albert and Harriet Rosasco who grew Christmas trees. Access to the mountain was limited during the Rosasco ownership and, as a result, an abundance of wildlife claimed the area and are readily seen on the property today. Rosasco Pond, just above the mail center, is named in honor of Albert and Harriet for carving out this magnificent environment.
Developers and partnership
In 1983, Appalachian Realty brought in Aster Investments to purchase the property. In the Spring of 1987, Appster Properties was formed and the development of the tract began. Appalachian Reality is the managing partner and developer.
The individual behind Aster Investments was L.A. Meister. Mr. Meister is a businessman well known throughout Germany. In the 80s and 90s he developed numerous projects in the Bahamas and now resides and is developing in the Dominican Republic.
Appalachian Reality is owned by Steve Loflin. Mr. Loflin’s background is as General Manager of Appalachian Realty since its beginning in 1978, at which time it was owned by Hound Ears Lodge and Club and later by Elk River Development Corp. Appalachian Reality, specializes in investment and development opportunities.
The tie to the Bahamas through the partnership laid the groundwork for the name Valle Cay, but had it not been for the mountain itself, the inspiration for the name would never have come about. The rolling plateau that encompasses the very heart of the property, rising above the surrounding valleys and mountains creates “AN ISLAND IN THE SKY.”

Trail System: A scenic trail system has been preserved for hiking, jogging, and cross-country skiing.
The trail system connects many of the park areas while crossing the mountain. A large part of the trails are in tunnel-type forests.
Fish and Lake Management: The use of the lakes and ponds within Valle Cay are for the enjoyment and pleasure of the property owners and their guests. To ensure a proper environment for the various aquatic life-types, regular stocking and fertilization programs have been instituted.
Swimming and Canoeing: Both the upper lakes at Valle Cay allow swimming and canoeing by the property owners and their guests. These lakes are protected by the Valle Cay watershed and are spring fed; assuring fresh cool waters.

Restrictive covenants
The purpose of the Covenants is to ensure the best use and most appropriate development or improvements to property. The Covenants protect property owners against improper use of surrounding tracts that could potentially depreciate surrounding property value. Special attention is given to preserve natural beauty of property and to guard against poorly designed structures built of improper or unsuitable materials. Haphazard and inharmonious improvements are restricted to maintain an aesthetically pleasing environment within the development that aides in improving property values.
By acceptance of the deed to each tract in Valle Cay, every property owner shall be a member of the Valle Cay Property Owners’ Association (POA) and abide by the governing documents.

nc scenic byway
To reach Valle Cay, one travels a section of NC Highway 194 known as Mission Crossing, designated in 1994 as a North Carolina Scenic Byway. Access into Valle Cay is limited to a single access via the “landmark” stone bridge crossing Baird’s Creek, which parallels Mission Crossing. Security gates at the entrance to Valle Cay protect the quiet environment and each owner’s investment.
